Report: 99% of illegals and border crossers are LIVING FREELY across the United States

 Approximately 99 percent of illegal aliens and border crossersare living freely across the U.S., according to a new report.

The report was compiled by the National Immigration Center for Enforcement (NICE) and circulated by several House and Senate Republicans. It estimated that the overall population of illegals in American communities at nearly 17 million.

But according to the NICE report, only about 1.34 percent of this 17 million total –225,500 migrants – are either in the custody of Immigration and Customs Enforcement (ICE) or monitored via the Intensive Supervision Appearance Program (ISAP). The report also reveals that the Department of Homeland Security (DHS) only monitors fewer than 1.5 percent of the nation's illegal population.  

Meanwhile, approximately 7.4 million border crossers are on ICE’s "non-detained docket," meaning the Biden administration is aware of their presence in the U.S. but has not placed them in detention. Of those on this docket, fewer than 2.5 percent are monitored through ISAP.

House Speaker Mike Johnson (R-LA) criticized President Joe Biden’s handling of illegal immigration, accusing him of misleading the public. He said that "99 percent of illegal aliens in America are roaming free ... remember this is the state of our southern border under [Biden's] leadership."

Sen. Bill Hagerty (R-TN) also echoed Johnson’s concerns: "Of the roughly 17 million illegal aliens in the U.S. today: 99 percent are roaming free, completely unsupervised by the Biden [administration]. Only one percent are even being actively supervised, [while] only 0.25 percent are being detained. This is not sustainable. 

GOP lawmakers introduce bill mandating DHS to use all available detention space for migrants

In May, Hagerty and Rep. Byron Donalds (R-FL) introduced the Reshape Alternatives to Detention Act(Reshape ATD Act). The proposal would require DHS to use all available detention space for migrants arriving at the United States-Mexico border and streamline federal programs to expedite the deportation of illegal aliens, as thousands of ICE detention beds remain unfilled.

The Reshape ATD Act targets the Biden administration's DHS, which, according to the legislators, has repurposed an enforcement program designed to monitor migrants in immigration court proceedings into a taxpayer-funded social services initiative.

"Since day one, President Biden has failed to detain illegal aliens in accordance with the law, instead acting upon the wishes of 'Abolish ICE' groups who not only oppose custodial detention but call any tracking of their whereabouts a 'digital prison,'" said NICE President RJ Hauman at the time. "Thousands of ICE detention beds remain unfilled, and the use of GPS monitoring has decreased significantly while the non-detained docket approaches eight million."

Once all space is utilized, DHS would be required to place migrants on ISAP for GPS monitoring while they await their deportation hearings. The goal is to ensure that all migrants on ICE’s non-detained docket are enrolled in ISAP, allowing the agency to monitor their location and ensure compliance with federal immigration judges' orders.

The legislation would also terminate the Biden administration’s Case Management Pilot Program (CMPP) and the Young Adult Case Management Program (YACMP), which offer taxpayer-funded social services to migrants in immigration court proceedings. The funding for these programs would be redirected to expand detention space for migrants arriving at the border. Migrants currently enrolled in these programs would be automatically placed in DHS detention.
